Deadshot was chosen because this game has been in development since 2017, so the line-up was chosen based on the Ayer movie. This is pretty obvious when you consider that some of the rumoured DLC characters are Katana and Killer Croc.
Bloodsport, Deadshot, Deathstroke...they are all pretty interchangeable characters at the end of the day. I fairly certain Bloodsport in Gunn's Suicide Squad was originally meant to be Deadshot and there is also some concept art that shows Deathstroke leading the team instead.

I think with Gunn driving DC forward, the focus will be on a more light hearted Superman. WB won’t have much say with DC studios being a separate entity. And Gunn is active on social media so he’s communicating with fans. It’s great that a ceo has a direct line with the DC community.
