There are things that can be strong enough for Spidey to not break, it happened even back in JMS' run when Ezekiel was willing to let Spidey be killed by the Gatekeeper, so you can say this isn't that bad.
The problem is, having this happen, while he's humiliated so much, it makes a "Why can't he break this?" look worse simply because he doesn't compensate for it anywhere else, 'cause few will complain about Spidey not breaking out in JMS' run when he is shown to be competent more often than not, but if Spidey is incapable to break whatever metal, while also not managing to put on his underwear without needing daddy Norman's help, him not looking that strong while overall just being incompetent, man...
The lack of any foreshadowing in the previous 20 issues clearly indicate that the answer was reverse-engeniereed after the set-up. Also, even the explanations of the little details details are pretty feeble. The spider-shaped device that Peter was holding? It was made by Paul and was shaped as a spider just a coincidence.

Didn’t even need the 20 issues for that conclusion. Pretty sure that an interview from Wells last year pretty much confirmed that this run has no actual plan and is just him coming up with this stuff on the fly, kicking it down the road and hoping he can justify/resolve it by then. He basically outright admitted it when it came to the mystery box and Chasm.
I do find it funny that "what did Peter do?" basically turned out to be "what Paul and MJ did."
