Umm, even if that were true that just provides further reason why he should return. It gives plenty of room to do more with him. The “fun” part is subjective and doesn’t matter in the slightest in this discussion.
Comic Tropes today had a look at a group of campy villains The Atom had to deal with in 1967: Big Head, Big Ben, Big Bertha, Big Wig, Big Deal and Big Cheese...they stole big things, like the world's biggest book and the world's biggest emerald. Maybe they can make a big comeback.

Abottoir was actually from some Marv Wolfman issues and appeared about two years before Azrael was Batman, so he wasn't created for Knightfll/quest. He was a pretty generic mass killer though, nothing to interesting or hard to replace.

I would sort of agree, but Batman has almost enough serial killers to form a rogues gallery all on its own, like his mafia boss rogues. To me that means they could start using them more to differentiate them and make them more unique. There’s a couple things already there that just need to be expanded upon.
At the very least, doing something with him would be a response to those who think The Joker is too overused.
