The Thrifty Shopper - Y’know how the Broker is the real estate agent for Gotham’s bad guys? The Thrift Shopper occupies a similar niche… albeit for henchmen. He’s the guy who supplies henchmen with all their crime boss mandated costumes and uniforms, by knocking over thrift shops, antique malls, and consignment shops and then painstakingly cleaning them, removing all tags and evidence of their origin, sorting them out for delivery and themes, and delivering them by order. Honestly, he’s got so much patience and is so traumatized by the sheer tedium of his work that he’s also completely unintimidated by anyone.
More serious:
Spite - Anti-Batman Wrath already has Scorn as a sidekick and Robin equivalent, so Spite is his Azrael/Red Hood equivalent - a silent but gleeful assassin with a sword who was kicked out of the League Of Assassins for his petty and fatal grudges with other members.
Like action, adventure, rogues, and outlaws? Like anti-heroes, femme fatales, mysteries and thrillers?

There'll be a moment in there on how Batman’s always said Gotham is HIS City, and how the City begs to disagree.
Battles take place at various well known Gotham locations, w. the final confrontation having the sentient street invite Batman to the one place he’d really rather not go:
Reverend Katie Kash - A rockabilly mobster who preaches greediness and stealing
Bruno - A girl who believes shes the reincarnation of a serial killer who died in the same place she was born many years ago.
The Squid - A young boy who spent time in Arkham Asylum has his crime lord father killed and takes over the family's criminal empire.
Does Bruce has his own Lex Luthor?

Four-Head: Enrico Forte was once a mob enforcer however when he was caught stealing from Carmine Falcone, he was nearly beaten to death and branded with an object that left the number "4" on his head. Now Carlo defiantly embraces his disfigurement and is determined to both kill Carmine and become the top crime lord in Gotham City by any means necessary.
Tilt-Top: Gunner Madden initially worked for Wayne Enterprises until he was caught money laundering by Lucius Fox, who then terminated his job accordingly. Gunner ended up losing everything which rendered him homeless and his bad luck continued when he was unfortunately caught in the crossfire between the enforcers for the Ventriloquist and Black Mask's False Face Society and ended up getting shot in the top left part of his head. When Gunner awoke, he realized his skull was slanted and was made to be this way courtesy of Hush. As a result, Gunner shows his appreciation by forming an alliance with Hush and together they will wage war on Bruce Wayne, Lucius Fox and various crime bosses.

Kindle Malone: Sister of the original Matches Malone. She's out to find out who's been impersonating her late brother and make them pay accordingly.

Mother Manic - A woman who kidnaps children and punishes them for being naughty and disrespectful
Royal Flush Gang (Gray Family) - The "Family" of a Detective turn Bank Robber
King/Michael Gray - Bank Robber who gathers his own family to fight the Bat Family
Queen/Sandra Gray - Michael's cousin, former soldier
Jack/Jim Gray - Michael's step-son, an extreme athlete
Ten/Kelly Gray - Michael's step-daughter, a computer hacker

Mr. Hop - Basically what if Batman but without the morals and is bunny themed. When the relative of one of Gotham's villains drives drunk/recklessly he runs into a couple of civilians - a father and daughter. The father survives, but his daughter does not. Thinking to find justice in the court system, the father is horrified when the criminal is given a light lenient sentence, discovering that the criminal's more famous villain relative (I don't know, Riddler or Penguin maybe, someone's gotta have a cousin) used some stolen cash or maybe threats to bribe/blackmail the judge. Disgusted with the legal system in Gotham, the father takes on the persona of Mr. Hop after his daughter's cherished stuffed bunny, now a bloodstained reminder as she was holding onto it when the car plowed into them.
Kind of want someone who shows a dark reflection of Bruce's own desire for vengeance. A vigilante just as broken by tragedy as Bruce is, but goes for the kill. He kills the judge, the relative of the villain, the henchmen of the villain, so on. Just someone driven by revenge pure and simple. All while wearing a gleaming white "bunny suit" that sort of resembles Batman's but different animal. Someone with Batman's skills but not his inventory of weapons. I don't know, I thought it'd be an unexpected twist on the whole anti-Batman concept to have a vigilante killer base his identity on his dead child's stuffie as he goes on a warpath against anyone related to her death or the sham of a sentence her killer got.
Dr. Pinnacle: Head of a pharmaceutical start up who decides to peddle his new performance enhancing drug on the streets knowing the FDA would never approve it. He lands on Batman's radar when he's watching a Gotham Rogues game with Damian and the receiver makes a series of nearly inhuman leaps and jukes getting around several defensemen only to have his heart literally explode as he gets the touchdown. It ends with a team up with Hourman as Bruce first suspects Rex Tyler as his company had recently come into hard times and the chemical found on the victim's body and others that Bruce discovered was a variant of Rex's Miraclo drug, but the two resolve their differences and go after the less scrupulous chemist together.
