Clark Kent in the Triangle era? Hal Jordan in silver age? Jaime Reyes in 2006?
Right now I'm going to have to pick Bart Allen in his '90s Impulse title. I loved his dynamic with his school friends.

Bart’s a great choice. Lots of humor came out of him dealing w. things out of costume.
Byrne’s Clark Kent was a joy to see. Confident, funny…and the new spins on the supporting characters he interacted w. really was just a perfect storm of goodness.
Wonder Woman under Perez was pretty awesome. Her just being herself all the time and making friends, exploring her new surroundings was way more interesting than the Diana Prince persona.
My list looks like this:
Wally West (By Messner-Loebs & Waid)
Bart Allen (Waid & Messner-Loebs)
Jaime Reyes (First series by Giffen/Rogers)
Tim Drake (First series by Dixon)
Dick Grayson (First series also by Dixon)
"My name is Wally West. I'm the fastest man alive!"
I'll try being nicer if you try being smarter.
For what it's worth, there was so much potential with the civilian life that Barry Allen had during Pre-FlashPoint (IMHO):

Clark Kent in the Bronze Age as shown in the Private Life of Clark Kent stories. Seeing Clark interact with the 1970's Lois, Steve Lombard, his neighbors, his doorman... all while solving problems without his costume. I miss Clark interacting with people who didn't know his identity.
Definitely, my next choice would be Dick Grayson becoming a cop for the Blüdhaven Police Department (XD)

I really liked Vic Sage's life in his O'Neil series. His job was an integral part of his masked identity, I liked his complicated relationship with Myra and I liked Tot - although I guess he was part of the Question's life more than Vic's.
Kate Spencer version Manhunter had a charming supporting cast
^^^I blanked on this earlier but yes yes yes.
Dick had such a great thing going in that run the first few years.
He was just as interesting in and out of costume.
One of the most awful moments of my comics reading life was learning that Bludhaven and all those great characters had been destroyed.
I also enjoyed Dick's supporting cast in Bludhaven.
I was always a fan of Silver/Bronze Age Superman's civilian life, with a strong supporting cast, but I also loved how post Crisis revitalized and modernized it. Clark was more well rounded, his relationship with Lois was more human with Lois being a stronger more complicated character, and the Kents being alive added new possibilities with one hero who wasn't an orphan.
Peter David's Supergirl run had a really strong and complicated civilian life for Linda Danvers that I really miss.
