I was reading a comic where it was mentioned he's never said it to Dick.

With the 30+ girlfriends he's had, he's had to have said it to someone. I just reread "Year Two." and he says "I love Rachel" in front of her. He also proposes, so it was a given. But that's no longer really canon, is it?

I usually don't pay a lot of attention to Bruce's romances, so I can't say much about that.

I remember three times he told Damian that he loved him.
One time during Convergence when he wasn't sure how much time they had left to live.
Another time was in Teen Titans annual 2. Damian asked him why he didn't fight back against him and Bruce said it was because he loved him.
After that Bruce told Damian he loved him during Tomasi's Tec run, but it was also followed by "but sometimes I truly don't like you because of the choices you make"
So once when he thought they would die and the other two times at a lowpoint in their relationship as some kind of (unsuccessful) last appeal.

It might be true that he hasn't said it to Dick (not a Dick Grayson expert), but I don't think it would be controversial to say that even if he never said it out loud Bruce clearly holds Dick in higher esteem and trusts him more than Bruce does Damian.

I feel like he maybe told Jason and Tim he loved them at an emotional moment, but I could be wrong.

Has him telling Sasha he loved her after she says she loved him. For my money one of the most raw and tender Batman love scenes of all time. Rucka actually makes you believe Bruce cares about a woman, which is quite a feat. So of course Sasha had to become the most obscure and forgotten Bat-love interest.
