I think it's for 2 reasons.

Firstly Summerslam is still a month away and we know dam well Brock won't be around to build up the title feud. So going throught the motions of deciding who is the number one contender actually creates content for that month leading to Summerslam.

Secondly, I think they wanted to give Bobby a big win by having him go over Roman clean. But I don't necessarily expect that to happen next week. I still think a triple threat is more likely... but at least Bobby got the win at the last PPV even if he can't beat Roman next week.
