Honestly at Takers age, you can't assume he can go next year. I doubt they assumed he could go this year for that matter. They should frankly assume every WrestleMania is his last and NOT assume he'll be able to go next year.
Does he need a Taker/Cena match? Strictly speaking no. But if they don't do it now, it might never happen. Yeah, I think they actually did wrestle on Smackdown back in the day, but Cena wasn't a top guy yet.
The thing is, Cena's not retiring anytime soon so there's still plenty of opportunity for him to put over Rollins. He could do it next week on RAW, or the week after that. Taker basically only shows up at WrestleMania and there's no way of knowing this will or won't be his last.
With the Undertaker it will never be removed. Look up the word "deserved" in the WWE dictionary and Takers picture is right there.
He'll get the send off he deserves, because he deserves it. That's just the way it is, and that's the way it SHOULD be. I can almost promise you if he closes the show, there won't be a whole lot of people in the arena complaining about that.
What if the Taker vs. Cena is a giant SWERVE and we get no match but a build to WM 35?

You can certainly make the argument that it's better usage to have Taker put over younger talent.
But I also think there's a valid argument to offering one of the few dream matches left in wrestling... Cena vs Taker. Aside from a Smackdown match prior to Cena's big push it's never been done. Doing it now would basically be now or never.
I'm not sure there's a right or wrong answer here. If Cena and Taker both want the match, then honestly why the heck not?
