I must have missed it when it was confirmed that he was the smartest?

I thought that just like how they always state/call him the Detective, it wasn't supposed to be taken as he's the best detective of the kid or the best after Bruce.

That was just a nickname since in canon dick is the best detective. I thought, the smart one was just a tag/pet name since the narrative does nothing to show he is the smartest.

    Didn't know there's a comic where it's confirmed and 15yrs ago? That's odd.

And the main Batman books anyway often ignore whta other members are currently in town (or even live with Bruce under the same roof).
I thought the Bat books have been family heavy and for the first time in a while the family has felt like a family with plenty of cameos across the titles.

Nightwing, Batman,Tec, Batgirls, Tim Drake Robin, The Knightmare tie in all have had various family members guest regularly or teaming up. Even Jason and Steph are teaming up. The only person who has been missing in these titles is Damian. Which makes it dissatisfying that when he does return, it's no more happy families.

    What the heck happened?

Still makes me nostalgic for the 90's.

Jason still murdered those crime bosses and put their heads in a duffel bag, who gets a pass and who doesnt
Maybe this story is all about how Batman won't give free passes any more.

At best it be temporary, kinda like how hes lost the manor or alfred is dead . we know down the line they will come back and be in status quo. Bruce putting Selina in jail she would escape gotham before he got the chance and i still doubt he would seriously try.

You seem to be misremembering or intentionally changing things up to fit the narrative.

Bruce didn't gave either Jason or Selina a free pass. He did chase and fully intended to capture Jason for what he did in UTRH and literally Selina was created to be another of his rogues gallery and such, she was imprisoned more than once. He became more lenient with them once they started playing by Bruce's rules. I don't read Catwoman so I can't speak about her but anytime that Jason has broken the rules, Bruce does hunt him like any other criminal. Isn't like Jason keeps killing people left and right and Bruce completely turns a blind eye to his actions.

I'M not misremembering anything then. even right now she is aiding in crime by teaching others how to steal, their actions she is responsible and jason is helping her.
was selina becoming the crime kingpin before or after year of the villain, when all the bad guys got pardons.

That comment you replied to on the last page simply said that Tim was very smart, not that he was the smartest.

Honestly, I can't see a scenario where the villains wouldn't retaliate. It could be a case of possession, where they view their goons as their property and they simply don't want to share. It could be a case where they want to ensure whatever knowledge their former goons have on them remain secret by taking them out of the equation. It could be a case where they want to send a message to Catwoman, that nobody takes away from them without paying the price and that include former goons. Nine times out of ten, it's probably all of the above. Bottom line, Catwoman has bitten off more than she can chew and she's too self conceited to see it.

Another glaring flaw with the story is that you'd think any of the bats would raise these points, asking Selina for any countermeasures for such scenarios. But no, they just stand there mindlessly agreeing with Selina.

To view their goons as property they would at the very least have take interest in them. But once thease guys paint their face or put on their themed costume their just 1 in the dozens of dozen goons waiting for a bat minor to get the drop on them. If it was a more intimate gange I could see that, but most Gotham kingpin have a near militia. Joker was possessive of Harley but she was on his hip for years. Also no point in targeting Catwoman Batman will come for her and it’s not worth drawing the attention.

Is not that they care about the goons but about their ego/reputation, losing their goons to Selina makes them look weak so they will react to show no one messes with them.

If this Catwoman issue was supposed to make me side more with her, it failed.

Oh right, I couldn't be bothered reading it - I'm assuming nothing of significance happened since no one seems to be talking about it.

It was just okay, there was kind of a twist/reveal, but beyond that the issue doesn't really push the plot forward, it's more of an introspective issue for Selina, so yeah.
