The bolded are still on the council but can't currently vote as they may be compromised/Sinisterized. Storm is still on it as well but gave her vote to Colossus when she can't be present.

Sinister is in the Pit for his Sins.
If Kurt and Ororro aren't there Piotr gets to use their votes.
The Council thinks Emma, Xaiver, Exodus and Hope could still be tainted by Sinister so they're only on the Council to not spread alarm.

What I mean is it makes it lopsided in a sense that the four that JBenito mentioned don't have a vote. Which they are only there in appearances.
But Peter is making the decisions which Shaw seems to be getting at with majority of the vote.
It really isn't practical to have the four benched and in limbo. Maybe they should have a town meeting and vote new members. Give Some BS reasoning why they are stepping down.
But i guess with the Fall coming is there going to be a Council going forward? Kurt and Sinister need to be replaced as well.

So we have a council that’s probably going to consists of Destiny, Shaw, Piotr, Selene, Mystique and Kate…oh perhaps giving the villains this many voices on the council wasnt a good idea.

If Kate does indeed leave the council to join the x-men this council about to be ran by the worst possible people ever…i wouldnt even be surprised if they get Fisk to join the council

I think at the end of Sins of Sinister they were saying that they didn't want to alarm the public by announcing four seats becoming available at once. So they're trying to figure out how to handle things but it's a mess. According to the solicit for Immortal #14 though apparently Xavier is by himself on the council so it's all about to hit the fan.

Yeah, benching them was dumb but I'm here for the drama. They either needed to be cleared or allowed to step down. But with the Chronicler making his move I think the only option to avert catastrophe is to give them their votes back.

No more than 5 members on the council (Shaw included ironically) really ever had a legit reason to be on the council. And having two of three people whose sole reason to be on the council is to keep it in check morally gone, it makes it look even worse.

The fact that Selene is back just before Fall of X and then out of Fall comes Dark X-men makes me even MORE excited to see what shit happens at the Gala. It's going to be BAD.

None of them seem to be able to pick up the Shaw is planning this, that Destiny can probably see it coming, or that Selene is waiting offstage. Telepathy is the most useless overpowered power.
