Marvel has many great villains, some of them some of the most dastardly bad guys in fiction. In your honest opinion which villain from the Marvel canon is some of the most irredeemable monsters? For my money, it’s probably Norman Osborn or Bullseye.

Imo, it's Red Skull. There are personifications of evil, lots of them, but since that is their nature/purpose it is less evil than someone who chooses to be evil.
Red Skull and any of the Nazi villains.
Bullseye and Carnage.
Anyone who tried to break up couples.
So Namor, Emma Frost and Pual Rabin.
"Cable was right!"
Bullseye, Red Skull, Thanos, Carnage, Norman Osborn, Mephisto...many many others.

Red Skull. Dude's a Nazi and completely dedicated to the cause. Whereas Mephisto must have some love in him as he has a son!

I'd have to say Mephisto only because he is Marvel's representation of the Devil. Next would be the Red Skull. AFAIK, the comics never really reference the concentration camps that much, except it did come up a mini series about Magneto's early days. I can see the Red Skull helping to round people up to put in them.
