I think the OP meant that Peter Milligan created the original Rebecca Essex in the Further Adventures of Slim & Redd... and Mother has now been revealed as being the same character, or a clone at the very least. But Mother Righteous is such a departure from Victorian-era Rebecca that one ought to consider her a fully new character developed by Si Spurrier.

X-tremely unlikely , that would absolutely surpass any and all “___ is actually secretly a Skrull” storylines , considering how relatively well-developed Mother Righteous has been as an arguably well-rounded character in such an objectively brief period of publishing time .
