What do you mean by "hardest to predict?"
If you mean "closest to 50/50" it's basically any quick-draw with glass cannons (or similar). Storm versus Cyclops, for example: they can each trivially kill the other, so whoever goes first, wins. Neither one of them is vastly quicker than the other, so it's not like one definitely beats the other to the metaphorical punch.
