What do you mean by "hardest to predict?"
If you mean "closest to 50/50" it's basically any quick-draw with glass cannons (or similar). Storm versus Cyclops, for example: they can each trivially kill the other, so whoever goes first, wins. yeah that and ones where there's seemingly no way for one fighter to kill the other
