There are folks who can spread a lethal disease. Are they weak? Flash probably has super fast immune responses but are they super fast human immune responses as there are pretty lethal diseases we can't stop and probably some evil DCU doc could breed.

What about someone like John Aman, Prince of Orphans from Marvel.
He is able to assume an intangible green mist form and is very skilled at attacking people inside their own body with it. I mean, Wally could probably speed blow him away or vibrate out of it... maybe...??!
Best I got for a lower tier character, but John Aman is actually still... pretty powerful!
