I would say this list is not complete without Larry Daryl and Daryl from The Bob Newhart Show

Stuart From Big Bang Theory. Though I am not sure how much he counts because he pretty much became a series regular in the last couple of seasons.

Oh absolutely!!!!! They were hilarious. And of course, Dick's reactions to them just added to the laughter.

Stan on The Golden Girls was usually fun. Dorothy's reactions and slams were amazing:

Dorothy: I could vomit just looking at you.

Stan: You'll have the time of your life
Dorothy: The time of my life??!!! Stan, the last time you said that, it took 12 seconds. And I ended up 3 months pregnant at my own wedding.

Stan: I am but a humble servant.
    Dorothy: Mr. Belvedere is a humble servant, Stanley. You're a horse's a$$.

Dorothy: Stan, I used to think you were the scum of the Earth. I have just downgraded my opinion.

I always liked Skippy on FAMILY TIES.

There's Abner and Gladys Kravitz who set the tone for the nosey neighbour trope. BEWITCHED also had many "pop-ins" from supernatural characters, but they deserve their own category, I think.

Of course, Fred and Ethel Mertz. And Eddie Haskell.

Does this count? All the people who dropped in on Gilligan's Island only to leave without rescuing the castaways!

I'd also include Kimmy Gibbler from Full House.

Steve Urkel is not in anyway the best. He made that show unwatchable unless you were mentally challenged.

And yet ratings went up when he was introduced and actually saved the show from cancellation.

Lenny & Squiggy are a big omission. Their perfectly timed "Hello" entrances were half the joke!
