(Assist from Jeanne can be called in if needed only once if she wants to summon the Queen of Sheba)

Only hair powers can be used.
All characters' speed equalized.

I mean Sedusa can grab and throw around Powerpuff girls, so even if she can't take a hit that well she has some real hair-strength.

She also had a mind-control staff there for a while, but that wouldn't count as "hair powers only".

Jokes aside, Medusa, Flare, and Yukako get destroyed. Don’t know Shantae Medusa or Milia much. Sedusa’s weird. She can sure wrestle the Power Puff Girls, but also was beaten by Miss Bellum and scissors worked just fine in removing her hair

Shantae actually gets hosed by the hair-only restriction. No shape shifting or magic cuts off the bulk of her arsenal.

I'm not familiar with Yukako or Millia and I think that Flare makes fire constructs out of her hair?

I recall that Medusa's hair can take a fair amount of damage, so I think the best strategy is for her to put up a shield with everyone that can attack from range hiding inside it. Not a great strategy, but that's all they got.

Bayonetta can't just shoot them, but being effectively limited Wicked Weave attacks isn't much of a weakness.
