Man, I've barely seen any of these shows, wow. If I think of creepiest teen villains from like any source, like a book, then I'd maybe go with Henry Bowers from King's novel It. King crafted some of the most messed up teen villains like Henry and Patrick Hockstetter (Patrick being so utterly disturbing, I doubt he'll ever accurately see a TV or film screen).
I'm guessing that King did a lot to influence these TV teen drama villains. Henry technically is a TV villain since It 1990 was a TV miniseries (but he was diluted, sanitized for TV).

Things I love: Batman, Superman, AEW, old films, Lovecraft

Grant Morrison: “Adults...struggle desperately with fiction, demanding constantly that it conform to the rules of everyday life. Adults foolishly demand to know how Superman can possibly fly, or how Batman can possibly run a multibillion-dollar business empire during the day and fight crime at night, when the answer is obvious even to the smallest child: because it's not real.”

Henry Bowers was indeed one of the creepiest teens I've seen on tv. You may have to go all the way back to Nellie Olsen from Little House On The Prairie before Henry came along.

I don't think they get much creepier than Evil Angel on Buffy.
