Default Strongest Naruto character that Garp could defeat

Monkey D. Garp has recently gotten a chance to actually show his stuff, so I figure now is a good time to use him in a rumble.

Who is the strngest character that he could defeat in the Naruto universe?

Where do you stand on the old "no demonstrated resistance to genjutsu," thing?

I’ll got out and say Hashirama is the strongest he can beat. Don’t see him being able to handle Juubi onward level opponents.

I tend to think that if someone can resist illusions in their home series that should apply to Genjutsu

I think that Observation Haki should probably convey some degree of resistance to certain types of Genjutsu, especially if there's mastered it well enough to fight with their eyes closed. Dunno how good Garp is at that, but dude was a peer of Gol D. Roger at his peak so I would expect him to have at least a decent grip on it.
