So...some elseworlds story that ended, I take it?
Gotham City Garage is a Mad Max style AU

It did end a while ago yeah, first started publishing in 2017.

Its most particular detail is the fact Batman is an outright villain there. The main antagonist is Lex Luthor the dictator leader of the post-apocalypse city and Batman his main enforcer who is an unrepentant fascist who doesn't get redeemed.

It had a sweet Green Arrow/Black Canary issue.

It was inspired by a DC collectibles statue line, set in a post-apocalyptic world. Done by the same creative team in 2017.

Ah, a gimmick then. I guess it was a nice Easter Egg for any fans of that series that also happens to read Outsiders.

    And onto #9:

TANGLED IN A TALE OF TWO CITIES! THE LOST CITY OF CANON!

The Outsiders’ journey through—and outside of—the multiverse continues! Deep beneath reality, two cities follow diametrically opposed philosophies. One is built from legacy, continuity, and order, and the other is born of innovation, reinvention, and chaos. Between the delicate balance of their narratives sits our story—as well as the key to changing it. To do so could jeopardize the DC Universe as we know it… so who is plotting to do exactly that?

Except for the no-wig, which may be an editorial thing, Steve Beach does a great Batwoman.
