Maybe he wanted to hide Warlock because of the "destroy AI" policy ? But it's Warlock so Xavier and Magneto did not care at all and everybody was like "ok let's not adress it" ?

I think it was in X of Swords we get a scene where Warlock is revealed and a comment that basically says "this plot is dropped so here he is" and they leave it at that. Hickman or someone else in the X-Office has probably addressed it but I cannot find a reference.
