since other planets with at least comparable amount of liquid water to our earth can be a treasure trove for Extraterrestrial life in even our universe, can Aquaman's telepathy affects any Aquatic creatures from any planets other than Earth itself?

The only explanation that I recall for Arthur's aquatelepathy is that he's talking to the water, which is talking to everything in it. Going by that, evolutionary history is less important than the connection to water.
