Arthur's used his telepathy to screw up a white Martian.
It's very likely Arthur's telepathy will work on alien aquatic lifeforms.
There was also a time in the distant future he went to Neptune, which was a giant water planet) and communed with the creatures there (although certainly a lot may have evolved from Earth, there's probably some alien creatures in there).
The only explanation that I recall for Arthur's aquatelepathy is that he's talking to the water, which is talking to everything in it. Going by that, evolutionary history is less important than the connection to water.
