I mean, you named most of the Sharpshooters I would have thought of.
Rosa's pretty good with a bow, but as a High level FF-Char she's really only Street Level on certain streets.
Actually, now that I SAY that, if the cap is Casandra, Rosa may actually not have anywhere near as good of feats. She spent a significant part of the game either being the girl that the Hero insists stays home or being a Damsel in Distress. And she's a White Mage in a game where the only high-damage thing White Mages can do is Holy. At least it's not the SNES version. Back then you had to buy arrows separately and keep track of them. In the remakes they did away with that limitation on her power.
I mean she can take a hit from big dragons in her game I guess. But unlike FF5 where we had a clear objective indicator for how big and powerful the Dragons could be, or FF7 where they're using real-world tech analogues so we can compare, FF4 is both old school sword and sorcery AND vauge sprite-sizes for how big and strong everyone is. All we really know is Bahaumet had the title "God of the Summoned Monsters", and supposedly the only thing that could beat him was his own power.
