As much as I love Anshin'in (kinda lost all interest in Medaka Box once she disappeared) I don't think she can hang with that. Especially since most of her feats are one page splash panels with the background being taken up by the names of the 100 abilities she's using.

He does. He fires a beam at Galactus to devolve him, and Galactus chooses to dodge rather than tank it. Then Big G sends High Ev to the Negative Zone rather than continue to duke it out.

No reason to believe the counting is based upon gradients of each power. I would say very largely distinct.

The other 802 skills are just names listed on the background of splash pages, with at best vague descriptions found on the series wiki page.

She's a fun concept for a character and pretty well-executed in the series. But she's not really suitable for our style of vs. debates. Fun for sketches though.

Another thing, it doesn't help that the people she unleashes her splash page barrages on are all featless misdirects before the real villains of the arc show up.

But since she's the one who keeps mentioning the number of skills she has and her counting skill is used to count the hundreds of skills she uses in one chapter. So I'm assuming that she used that skill to do it.

Or she's just kept count since before the dawn of time. We don't know if she got all the skills at once or if she accumulate them over her entire existence.
