It's entirely possible, yeah. And considering that back in the original Exiles series, they visited a reality where the Transmode Virus from the Technarchy/Phalanx merged with the Legacy Virus and ran rampant throughout the planet, turning nearly everyone on it, mutant or not, into techno-organic zombies called Vi-Locks . . . we could see Vulture being used by Orchis as a vector for a new form of techno-organic viral infection that would be used to further demonize mutants. Awesome design, though.
