In this circumstance, we'll define murder as the purposeful killing of an innocent person.

There are countless villains who murdered innocent people, but it's often random no-name civilians, so it's easy to forget who actually killed, who actively tried to, who heavily injured people...

I'll settle for some villains who murdered heroes or friends/family of heroes.

Nebula: the Champions of Xandar (alongside every Xandarian,which is why her being a GotG is an insult to Rich)
Reverend Stryker: several X-Kids (well, I don't remember if he kileld any directly or "just" gave the order)

Scalphunter: Annalee (Leech's foster mom)

Oh, yeah, Starfox is who I thought was called Eros. I guess Enchantress uses her power like Starfox instead of,say Purple Man.
