I'll put in two that are potentially surprising for people who haven't played them: Red Dead Redemption 2 and several of the Yakuza games.

For me, it was Final Fantasy X. Going in, I already knew Tidus was dead. Or going to die. At least, that was something I picked up on rather quickly. The whole story is about loss and sacrifice as much as it is about hope, love, and change. Deeply emotional stuff. The first time I played it, it took me months to get through to the end. I even set it down for a time, just before reaching the final stretch, because of how heavy the story was and I thought everyone was going to die. After coming to terms with how it might end, I eventually turned it back on and enjoyed the ending. But yeah, I cried several times during that first go at it.

I then bought a cheat book or guidebook to play the game strategically and build the best Sphere Grid for each character. I took my time, enjoyed it so much more, and had the most fun. One of the best games ever.

To The Moon is the only game that had me outright balling.
Breath of the Wild and Tears of the Kingdom both had me tearing up during the memories.

Final Fantasy 6 for me. There were some flash back scenes that made me sad.

Well, there are movies, books and TV shows that have made people cry. I wondered if there are any video games that made people cry.

That other party member death in Final Fantasy X hit me so much harder.

Other games that moved me are Suikoden II & V, ICO, Shadow of the Colossus, Metal Gear Solid and Chrono Trigger.

The only game to make me tear up is Metal Gear Solid 3.

The Last Guardian came close.
