So this Isbisa character managed to slay at least two superheroes. I hope he eventually got thrown into the Raft.

When did the Whizzer wear this original costume with the blue helmet and blue cape besides USA Comics #1?
When did the Whizzer change costumes into his classic all-yellow one? Was a reason mentioned for the change?

I liked the name 'Whizzer' for both the GA version and the Squadron Supreme/Sinister versions. Honestly, never associated it with the act of peeing, but whatever.
He wore it a few more times after his original appearance, but then he got some other looks, too, probably in part depending on the artist. (It wasn't as if he was a major character with his own book or even a regular cover feature.)

Also, notice how Whizzer is drawn on the cover of All-Winners Comics #3 (Winter 1941-42) and compare that to the drawing for page one of his story in the same issue:

Whizzer's cover-appearances during the Golden Age were quite limited.
In addition to All-Winners Comics #3 (Winter 1941-42), he was seen on issue #2, cover-dated Fall 1941 (the first issue of that title which he was featured in)
as well as on issue #4 (Spring 1942)
After issue #4, the covers focused on Captain America & Bucky, The Human Torch and Toro, and Sub-Mariner until issue #19 (Fall 1946) and issue #21 (Winter 1946-47) when the All Winners Squad took over the title.
NOTE: There was no issue #20.
