    So thinking about this again, I'm going to predict that it's Michelle the Lawyer pulling the strings as the Big Bad of the Gang War. Because it makes little to no sense and she clearly has a role to play.

    I don't think she's significant enough to be the final boss, more likely she's a double agent working for the Big Bad of the Gang War. If I were a betting man, my money would be on Fisk.
