As far as single issue stories go, I always say that the best is "The Dynamic Duo's Double-Deathtrap" by Gardner Fox, Carmine Infantino and Sid Greene, DETECTIVE COMICS 361 (March 1967).

If I absolutely have to break it down further, Detective Comics #471-472. Hugo Strange is the best.

Dan Watters' Azrael was incredible, a constant delight and perhaps too good for this world (but not the Forth). For the love of St. Dumas, DC, give us more!!!
