I feel like the whole of Morrison run is best as an epic saga. A multi parter about the Batman's/Dynamic Duo, from the early days, maturity, legacy and next evolution. Concluding with Batman Inc's Tragedy or batman 700's first steps into the Beyond.

Yeah, The Long Halloween would be the one for me too.
There's a treasure hoard's worth of classic Batman comics and stories that I love, some that I might prefer over TLH individually at a time, but if I had to pick just one Batman comic as the general definitive story for the character? Especially for getting newcomers to really "get" the character? Gotta go with The Long Halloween IMO.
