Who is at the forefront of those left to protect it?

You specifically noted the character attached to the biggest names are gone, but not the biggest names themselves, so I choose Superman, Batman, Wonder Woman, Flash, Hal, (or Alan if he's the biggest GL name), and J'ohn. Also Dr. Fate.

Well, you still have the Leaguers superhuman swiss army knife Martian Manhunter and the sovereign with the largest military on earth, the maritime marvel, Aquaman. But if by big names we mean all Leaguers and Marvels are audi, then the various mages and the Charlton heroes are still in play. DC bench is DEEEEEP with talent.

I dont think so, granted I haven't read much about Flash stories but Ralph Dibny strike me as an independent character of his own. I mean he has his own part in Justice League.

^^^In the way Black Panther is part of the Fantastic Four family.
BP debuted in FF same as Ralph in Flash, and there are definite ties that have been maintained, but Ralph, like BP, is his own character, independent of any familial ties.
