Probably not. It seems the show was going to be shorter than the usual Dragon ball show anyway, and it would have already been written and way into production.
At this point, Toriyama was more of a scenario writer really

His son, Sasuke Toriyama, is already working on the supervision of other Dragon Ball content like movies and games, so he'll most likely take care of everything from now on.
