There was a Cyber-Scarlet Spider already, back in the 90s during Ben Reilly's initial time as the lone web-slinger of New York City. When he was still Scarlet Spider, Doctor Octopus (Carolyn Trainor) used a virtual reality-created doppelganger embodied via hard light technology (and later nanomachines) to ruin his reputation, which was how they explained him taking up the Spider-Mantle properly.
