    Default Weakest/least smart non-DC Street Level character that can take over for Batman?

    1) As the title says, what character can take Batman's job in Gotham, as he is currently on one of his "retired" phases and for unknown multiversal shenanigans there are no heroes available to step in as they have other things to do.

    They have to be
    A) Street level
    B) Not from DC
    C) Also cannot just kill the villains, they have to manage things the way Batman would

    And also we're looking for the character that has the *least* intelligence and overall power that can handle this (at least to the level that Batman does in his city)

    2) Bonus Scenario: Same as above but this time they can be an organization. What's the weakest group that can hold things down against Joker, Ra's, etc

    3) Bonus Bonus Scenario: Same as Scenario 1, but this time the character has to *also* play the part of Bruce Wayne in this situation. Not impersonating Bruce, but playing the part of billionaire philanthropist, doing the daytime job stuff, having a public persona that is well regarded, etc. Who can do it?

    At the end of all scenarios Batman returns and reviews the performance of the character. What does he think?

    So, they have to do it indefinitely until Batman unretires himself?

    That makes it trickier without team ups, I can think of a few people who could handle it for a few weeks, but long-term, not so much.

    I think this scenario screams Metal Gear characters moving to Gotham. Just like Robert McCall filled a huge vigilante vacuum when moving to movie 3 Italy against the mob. And Solid Snake has top level hackers/scientists ready to help him.

    The Real Ghostbusters, besides having defeated enemies like Cthulhu, The Boogie Man, The Headless Horseman, Professor Moriarty, The Sandman, and two different Embodiments of Halloween one episode had ghostly activity drying up, so they altered their equipment and rebranded themselves as the Crimebusters. Then they cleaned up all the crime in New York City.

    Yep, pretty much. They're in it for at least a couple months.

    I'd also like to add they defeated Tiamat too. Something even Marduk himself couldn't do.

    Scenario 1: Inspector Gadget. It would be comical (and Penny/Brain would be exhausted at the end).

    Scenario 2: Scooby-Doo and the gang (Depending on which era of Batman villains). They have done it before. The Totally Spies gang has just enough training to make it work.

    Scenario 3: Agent K from Men in Black.

    The Shroud (from Marvel) would be an interesting Batman substitute. I don't know if he's "least powerful" but it would be kinda cool to see him take on Gotham.

    How about Chris Redfield from the Resident Evil games? Just sub his guns for Batsy's utility belt and I think Gotham stands a chance.

    I thought of the Shadow, too, but I don't know if the Shadow could stop himself from just outright murdering Gotham's baddies. He'd likely see the Joker doing some evil stuff and just blow him away. Problem solved, in his POV.

    TMNT may work. Unless we're going OG Turtles that had no issue in beheading their villains. Outside of that, they do fit the bill. Street level, don't kill rule, trained, have their own tech if needed, underground lair, specialized vehicles, and dysfunctional family relationships! Only thing holding them back is Detective experience while out in the field.

    The Origial Turtles aren’t really on the Peak Human level, either, and that’s going to hurt them against some enemies.
