Powerful DC characters but never does anything

Who are some supposedly ridiculously powerful DC characters but for the most part we rarely see them do anything worth a damn, or really powerful villains but has never even been the main antagonist of any event.

Wonder Woman for most of her appearances since 2011.

Circe was the main antagonist of a crossover event, War of the Gods, in the eighties. Unfortunately, it was very bad, and is mostly remembered by staunch Wonder Woman fans. I definitely think that Circe has great potential to be the main villain in a mega-event that encompasses not just Wonder Woman and Justice League books, but all major heroes in the DC universe.

I wouldn't say Circe doesn't do anything. She headlined two events and was a major antagonist in Trinity and JL: Dark. There was also that time she turned a bunch of male heroes and villains into animals and mind-controlled Superman. She has the best track record out of all of the WW villains.

Cheetah is really the one who should be on the list. She appears a lot but never does anything of note.

Maybe it's just me, but it seems like the majority of Darkseid's apperances, he's just standing there with his hands behind his back giving vaguely threatening monologues.

The Spectre seems to mostly appear to job to the villain.

That's how he should be though. Standing there and only letting his Omega Beams do the work. The minute he starts punching and kicking it becomes a bit absurd, and it's a lose-lose situation.
