In standard rumble setting? Literally any speedster who can cross 100 feet faster than Hiro can think "time slow." His actuall time powers don't really enter into it.

Even someone like MCU Quicksilver, who's about as low-end a speedster as one can be and still get the name, would just behead Hiro at the bell.
