Be yourself everyone is taken !! I'm an X-Man trapped in the DC omniverse
Eobard Thawne
Hunter Zolomon
The Rival
Red Death
Godspeed
Johnny Quick (Earth 3)
Inertia
Awesome! Since Hanna-Barbera is allowed, these would be my choices...
- Dexter/Dexstar: Boy of Wonder (Dexter's Laboratory)
- Blossom/Bubbles/Buttercup (The PowerPuff Girls)
- The Justice Friends (Dexter's Laboratory/PPG)

Marshal's right though, they'd end up being a lot weaker, Quicksilver would easily defeat them. This was established in JLA Avengers.
Green Arrow - would be interesting to see Ollie interacting with the Hawkeyes. I bet he'd mistake Kate for Clint's girlfriend!
Tim Drake - to reunite with Jubilee (they met in Marvel vs DC, the story which launched Amalgam).
Cassie Sandsmark - I reckon she'd get on well with Kamala Khan as they both started out as superhero fangirls before getting powers themselves.
Lex Luthor - he'd be a rival for people like Norman Osborn and Tony Stark.
Blue Beetle Jaime Reyes - he'd probably get on well with Miles Morales due to common heritage.
Alan Scott - it'd be interesting to see him interact with Steve Rogers, a fellow World War II era hero.
Black Spider - so Peter Parker has to fight a villain who has the same powers as him and no symbiote weaknesses.

Plastic Man is a good choice by own criteria for these things, which is a hero that DC isn't using much anyway, and a powerset/character archetype that isn't already overrepresented in Marvel. (Reed and Kamala, for instance, have stretchy powers, but more like Elongated Man levels, and nowhere near Plastic Man, who is closer to the Impossible Man levels of stretch-fu!)
Various other characters that DC acquired, but doesn't seem terribly interested in using these days, Charlton heroes like Peter Cannon / Thunderbolt or Son of Vulcan or other Quality characters like Phantom Lady or the Ray or even Wildstorm characters like Taboo or Sublime, could also get some new life this way.
