The fact that it was meant to launch the Rebirth era of DC but instead seemed to change direction and merely become an allegory of two visions of the DC continuity that had zero significance seems to strongly support that theory. There is no way Johns used Saturn girl only intending for her to turn to dust and blow away. Or heavily mention the JSA only for them to back into Limbo until recently. I wouldn't expect a Scooby-Doo like confession of bad deeds.
Well yeah there’s speculation that Johns was forced to tweak the ending so it lined up with DC’s next phase but that was after there were already significant delays. There were a lot of storylines and properties being held up because of Doomsday Clock and the company probably couldn’t wait any longer.
Nothing could be done with the Justice Society, LoS, Black Adam etc. because Doomsday Clock was so late. In the meantime DC had signed Bendis and he had his own plans.
I don’t think it was this malicious ploy by Didio and Lee to sabotage Johns’ work. Over the last decade almost all of his books were late. Writing comics was very low on his list of priorities once he became a producer for DC movies/tv. It just got so bad that not only were the delays damaging his story’s momentum but they were holding up the entire Rebirth initiative and they had to move on.
It's purely fan fic. DC begged Johns to do the Rebirth special. It makes little sense that they would ask him to do it, then sabotage DDC, which was DC's best seller despite the delays.
It's certainly true that Didio quickly changed his mind about the Rebirth initiative, feeling like it became a nostalgia grab rather than something DC could build upon. And there appears to have been some kind of falling out between Didio and Johns at some point prior to Didio's firing. But again, it makes little sense that he would sabotage DDC since he had the power not to publish it or have someone else write it.
The real issue was it was just taking Johns and Frank a long time to get the story out:
