I tend towards this interpretation of Tony Stark myself. Stark would not regret what he did.
It is a summation of the whole of Starks life that last encounter between good and expediency. Not many people get to have their life philosophy thrown in their faces, but Stark and Rogers had to play out theirs. And I wasn’t sure Rogers could have got Stark on the ground like that in Secret Wars #1, but Rogers was in a powered armor. Who knows if you give Captain America the added versatility of an Iron Man suit, what he would do with it? Captain America and Iron Man. That would be something to see.

I didn’t know Steve Rogers had to have his serum removed in the 90’s. That would have helped Steve, having the armor. That would have been a story worth embracing, because the Armor represents the item of hardware of his enemy, culturally, in Tony Stark, and Steve would use the Armor to maintain Steves cultural philosophy. How ironic.
But a Captain America with fully functioning serum, and also in an Iron Man suit, would be a force to recon with, because not only would he have the strength of 10 men, but also the mechanised strength of Iron Man. Who knows what use Rogers could put the suit, a normal man like Tony Stark could only dream about. Steve Rogers in an Iron Man suit could run forever, not need food, take more punishment, and have the tactical nous of Captain America, not the nous of a Tony Stark, technocrat. It wouldn’t be Iron Man. It would be Iron Cap, with repulsor blasters and the capability of flight to any place he wants to be.
Of course, it could only happen if Tony was indisposed, because Tony would never hand over his tech to Cap if he was alive. Besides, Cap would need Tony’s production, and support, because to fully utilise the Armor, you have to have Stark Tech from space, and other facilities as well as day to day running. If Steve Rogers had access to Stark Technology, it would mean a cultural flip in the mindset of Tony Stark. Tony Stark and the Iron Man are divergently opposite to Captain America, culturally. Steve Rogers is based on a kid from the Bronx, with poor background, but a pure heart. Tony Stark comes from an elitist background, (of real clandestine parents, and wealthy foster technocrat parents), with a faulty heart, and an entitled outlook. These two people are as chalk and cheese as you can get.

The previous Ultimate Universe, Earth-1610, and the main Marvel Universe, Earth-616, were the final two universes which collided ending the multiverse. Then came the Battleworld which was basically a patchwork of different universes glued together by Doctor Doom using the power of Beyonders channeled through Molecule Man.
I think it was a mini called Ultimate Invasion.
It all started like this. the Maker was captured and inprisoned by the Illuminati in the current Earth 616. Maker escaped recently and invited Miles Morales Spider-Man back to Makers planned Ultimate Universe, but Miles declined. So the Illuminati chased Maker (an inverted Reed Richards character) through the Multiverse but Maker eluded them and forged his own version of the Ultimate Universe and the Illuminati gave up finding him and left the Ultimate Universe to emerge by Makers sick rule- a sort of warped version of Battleworld, where a clique of council members ruled continents.
