You understand there are separate teams doing these things. The writers, director and crew of each individual movie are only focused on making that movie. They don’t know what’s going on in the rest of the MCU outside of their movie beyond being told which characters they can use and which they can’t.
Feige and his inner circle determine how each movie will fit into the big picture and overall narrative.
So these two things can happen simultaneously. There is no need to prioritize one over the other.

Especially when if OP is gonna complain about Marvel making project around lesser known characters as if that's not how the MCU started.
Someone please explain this revisionist history people love doing Iron Man was not a household name before the MCU, neither were the Guardians, or Thanos
Why is that whenever you encounter someone with problems with the MCU you accuse them of arguing in bad faith? There is a difference between bad faith and having a perspective or opinion that you happen to disagree with. Slowpokeking's perspective is that Marvel's success was not just about building out their shared universe but also the fact that they were plain good movies. Their argument was not any sort of complaint against lesser known characters. This "bad faith" accusation you like to throw around is getting tired, not everyone enjoys the MCU, and that's okay.

They knew what they were doing until recently. A lot of mistakes but they are taking steps to correct them. Some fans have left after Endgame and some fans have left after seeing the most recent movies/tv shows. Whether they come back or lose or gain more remains to be seen.
