    Amanda Waller wasn't a villain, she was that person that could find out Batman's identity, stand up to him and call him out. She did this not because she was "anti-superhero" but because they were after similar goals but were approaching said issues differently. Ostrander's Suicide Squad wasn't established to be "the team of cape killers" but was an expendable wetworks team that was going after pretty terrible villains (terrorists and the likes) and Waller used unreformed criminals to do it. She also created Checkmate but let that go. She was ultimately going for the greater good but was ruthless in this pursuit.

    Her current depiction as a moustache twirling villain is a far cry from her original one. The same thing was done to Maxwell Lord and apparently Sarge Steel is going down a similar path.
    Apparently they are acting this way as a result of all the various escalating crisis.
    Dark Nights Metal, Dark Nights Death Metal, Dark Crisis, Knight Terrors, Doomsday clock, Fear State, Lazarus Planet,etc.

    And how mankind appears no longer in charge of their own destiny, but superhumans are.

    Which still makes no practical sense, given how unable they would have been able to deal with any of these threats without the superhumans. Supposing the Justice League, Titans, etc. did as suggested and went away... ten minutes into dealing with Darkseid or any of these other threats, Waller et al would be begging the heroes to come back.

    And if they were truly the cynical realists they claim to be, they'd be able to analyze past crises and realize that for themselves.

    She certainly didn't start out as "evil" but she's taken her mission way too far in the last decade or so. There was a time she found value in working with the Justice Leaguers or similar heroes from time to time. Heck, Vixen, Oracle, Nightshade, Shade The Changing Man, and Black Orchid were members of Waller's Suicide Squad for a while.

    According to this week's Green Arrow, no one has because they think its a trap by Waller. Though steps are in motion because Onomatopoeia was sent by Brick to try to kill Green Arrow to see what happens.
