I hope not, but I expect Brevoort to put Wolverine and Deadpool everywhere, including a potential UA relaunch.

The nature of the book would kind of need it to be a ‘Flagship’ book to avoid being at the whims of the two respective editorial offices

That doesn't sound like a problem to me. Not when Brevoort will have just moved from the Avengers office to X-Men, and one of his deputies Wil Moss is the new Avengers editor - he's already the editor on some of the Avengers solo books. Those two therefore are used to working together.

And it would presumably be the #2 Avengers book, free to use anyone who isn't on either Jed McKay's Avengers or the main X-Men team (so, Scarlet Witch and Thor are out, but Steve is fine because Avengers is using Sam instead).

    I hope so.

Marry the X and the A - The first issue needs to be the Real wedding of Emma Frost and Tony Stark, after they save the world of dominion and Krakoa is kinda back.

The Avengers line needs more books but we're not sure how the X-Men will look in 2024 so I don't see UA coming back early next year.

That would make sense. And I would for sure buy that book.

Deadpool was only there cuz that's the only character Duggan can write well and Wolverine was only there cuz Vol. 1 continued from Uncanny X-Force.

He’s got a movie coming and Brevoort loves him. At one point he had like 3 books at the same time.

Triniking is right though, Deadpool was only on the team when Duggan was writing the book. He was written out before Secret Empire, when he handed the book to Jim Zub who wrote the final seven issues of the previous run. And of course the current run is following up Secret Empire, which is why Deadpool is present again.
