Likely, the latter. They haven't had any luck with the character since the age up.

You know it just occurred to me Teen Jon has yet to appear in any other outside media, they always use the kid version.

I guess you could technically count Superman and Lois but the Jon there is so radically different from his comic counterpart he's pretty much an OC like Jordan.

I get why though his kid design was visually an instant classic while all his older self's costumes have been various shades of unremarkable or have just left him looking like a knock-off Clark.
