If we were to set up the following 3 Superman Rogues as
Leader / Overlord types, which Super villains would be in their inner circle?

Lex Luthor (human).

Mongul (alien).

Lady Blaze (demon).

Luthor is pretty easy: Mercy, Eve, Otis, Lena, and you could definitely include Bizarro and some versions of Metallo.

Mongul should get dibs on any alien rogue (outside of Brainiac, Zod, Doomsday and maybe Maxima).

Lady Blaze gets any non-cosmic supernatural foe (I can only think of her brother Satannus and maybe the obscure Skyhook).

So who all could be in these 3 very different inner circles?

Most of Supes’ alien Rogues are “Overlords” in their own right. Maybe instead you could have an evil alternate alliance of despots to contrast with the United Planets? They all join together to crush that alliance of weaklings while also aiming to stab each other in the back at the earliest opportunity.
