Just let her wear Donna’s 1970s red costume.
Donna's suit never looked right on Cassie. It's too old fashioned, the belt especially dates it. And that mom hair isn't helping.

I think it was more that whoever was drawing her in that costume was also drawing her breasts as being BIGGER THAN HER HEAD.
She was a teenage character whose most iconic look up to that point included her having a much more age-appropriate physique for a teen girl, and suddenly her breasts were being drawn so large it was impossible to deny that she was being sexualized to an unhealthy degree. Except I think some were arguing that all female comic character were SUPPOSED to be sexualized, and they couldn't (or wouldn't) understand what anybody was complaining about. My memory isn't what it used to be.
That's definitely a few years past trends. In the late 80s early 90s, women would get similar styles to people like Princess Diana of Wales. Donna Troy got such a cut when she became Troia. But of course Diana died in 1997.
Of course Cassie in the Young Justice days was probably considered as much of a fashion disaster as Kitty Pryde of the X-Men. She only glammed up when she became a Teen Titan.
