It was always teased is a simple way and got more serious stuff over time. The shared universe being just there and the SM and WW franchises being separated prevented the pair to be more than a tease earlier, but some fans and writers still speculated since the Silver/Bronze age about the possibility of a relationship between the two.

DC created Amazon Island back in 1957, in 1952 they created Amazonia. Gardner Fox was a writer on Moon Girl (1948) and made the Prince into Steve Trevor, but with a Son of Hercules (he was really strong). And if you read the JL stories from the 1960s, prior to Diana's departure is full of interesting panels for Superman and Wonder Woman. I mean, their first official team up was in Justice League of America issue #1. I'm not claims DC wanted Superman and Wonder Woman as a couple for years, but there was something there eventually kept growing as the actual shared universe became a real thing.
