It's too bad Ewing said Ashake was pretty much done in the mini. The Gambit series by Claremont had Ashake mention how she fought off the Shadow King in the past and we know Ewing referenced that series in issue 1 of ROM. Would have been interesting to see that encounter since I doubt any other writer is going to expand on that nugget of history.

Given the specific nature of the Rainbow Bridge...and when last I read she wasn't very proficient in her mystical abilities so...to answer that first question...yes?

Creating a rainbow is easy.

In this instance creating a magical, intra-dimensional rainbow roadway should logically require more of/from her than twiddling her fingers, considering it's "quite new" for her.

Then too Clea(?) an actual Sorceress Supreme was standing right there...

Not if she overcame her limitation of needing to be in a specific place in order to shape its energies to her desires, coupled with her energy sight and her being able to replicate any elemental phenomenon after observing it? It doesn't seem far fetched.
