I would say she was likely in the same age group as Batgirl and Supergirl: definitely much older than the Titans but younger than the League (funny how all three have been aged down at some point to hook up with Dick Grayson).

But even before the childhood friendship between her and Batman were established, she slowly moved into the same age bracket as them and was their peer.
