Because in all the attempts the Dominion already exists, each one seems to just add to the central Essex.

The biggest factor in Enigma achieving Dominion was Sinister’s Moira Engine, killing Moira removes the Engine and vastly decelerates Enigma’s ascension. With that out of the way it would only be a matter of finding the Sinister variations and either killing them, containing them, or just convincing them to end their pursuit for Dominion and Enigma is effectively neutered.

The book itself says that since Enigma already exists that time travel attempts to kill it won't work because it exists outside time and space.

So wait why didnt the dominion work in this issue? Rasputin said she was too late but it still worked out for them.

The Dominion showed up but when Stasis tried to upload himself into the husk (since they killed the brain) it was already possessed by Enigma.

Apparently the Dominion that sent Omega Sentinel back in time is still around but hasn't shown up.

I believe the entity that sent Omega Sentinel back was the Trickster Titan, which is not a Dominion iirc
